Russia's international family court proposal

I was reading today on pravda.ru that Russia has announced a proposal for an international court for family issues (Россия предлагает создать международный суд по семейным делам). They recognize that there are a growing number of divorces and family issues that cross national boundaries. This court would serve to protect the rights of children whose parents are from different countries.
